It was constituted in 1973 and became a statuary body in 1974. CMDA was formally known as Madras Metropolitan Development authority. It governs or controls all the construction activities within the Chennai city. It is mandatory to get a CMDA approval before involving in any contraction activities in Chennai.

If anyone involves in a contraction activity in a land in Chennai without the CMDA approval then they may face legal consequence like fine and even imprisonment. So it is mandatory to obtain a CMDA approval before engaging in any contraction activities in Chennai.

Objective and Aim

Chennai the capital city of tamil nadu is the fourth largest metropolitan city in India. The expanded chennai metropolitan area comprises the greatest Chennai corporation, Kancheepuram, corporation, Avadi corporation, Tambaram corporation, 12 municipalities, 13 town panchayat and 22 panchayat unions.

The present extent of CMA is 5904 square kilo meter. The expanded CMA falls in five districts of the tamil nadu state viz chennai district, parts of Thiruvallur district, Kancheepuram district, Chengalpattu district, and part of Arakonam taluk and Ranipet district.

CMA comprised of greatest chennai corporation, Avadi corporation, 05 municipalities, and 03 town panchayat and 10 panchayat unions comprising of 179 villages with a total extent of 1189 square kilo meter. Under chennai district and parts of Thiruvallur, Kancheepuram. In October 2022, the jurisdiction of CMA was expanded by inclusion of configs areas in 1225 villages.

Chennai Metropolitan development authority ( CMDA ) hereby makes known as its commitment  in delivering service to the citizens of Chennai metropolitan area through this charter

1. Encouraging public consultation in the process of formulating the master plan and detailed development plans for urban planing and development of Chennai metropolitan area.

2. Introduction of transparency and openness in all its dealings.

3, Making available the eligible information on rules and norms followed by it.

4. Prescribing the achieving fixed time limit for its services to the citizens of chennai, on the basis of fully complete requests.

5. Providing easy access to eligible information to the citizens of Chennai metropolitan area, and others.

6. Decentralizing powers of Chennai metropolitan development authority of speeding up the decision making process.

7. Giving accent on people friendly administration.

There are some rules that are to be followed in order to obtain approval. The layout should be at least 500 square meter away from lake, Ponds, Airport or railway stations. It is also mandatory that the layout has a quite significance distance from another layout. CMDA approval will also be given when the place where the building will be constructed has a 33 feet road, a Park, constant water supply, EB connection and other necessities.

Roles and Responsibility

CMDA is a town planing authority constituted under the Tamil Nadu town and country planing act 1971.

1. It is headed presented by the Honorable minister for information and publicity as its chairmen.

2. It prepare development plan viz master plan / detailed development plans for spatial development plans for spatial development of Chennai metropolitan area, with a pubic consultation process.

3. It identifies, formulates and implements projects including those envisaged in the plans. It also regulated developmental activity on accordance with the rules.

4. It co - ordinates and monitors projects executed through govt agencies, non governmental organization and community based organization.

One of the main functions of CMDA is to prepare master plan for the Chennai Metropolitan planning area with contents as provided in the act. The master plan for CMA was concerted by the government in G.O ms no 1313& LA dept.dated 01.08.1975 and it was notified in the Tamil Nadu government gazette on 05.08.1975. The development control rules under first master plan was in force since then. Final sanction for the first master plan was accorded by the government in G.O. ms.no.2395, RD & LA department dated 04.12.1976.

In super session of First master plan, the second master plan for CMA was approved in G.O. ms.no.190, H & UD dt 02.09.2008 and was notified in the tamil nadu govt gazette on the same day. The second master plan for CMA is in force since 02.09.2008 revised land use plan and development regulations forms parts of the second master plan.

To get approval, one should visit licensed land surveyor with their filed measurements sketch. The licensed land surveyor will make a blueprint sketch along with CMDA application should form be submitted to the VAO. Then the application form will be sent to the CMDA head office.

If the layout is abide by the rules and after the testing of soil in the land. The CMDA approval form can be downloaded in the government website www.cmdachennai.gov.in. The other benefit of having CMDA is bank loan can be obtained easily. Banks will deny loan for a land without CMDA approval.
